China has launched dispute settlement procedures at the World Trade Organization by requesting consultations with the United States and the European Union regarding the surrogate country approach when calculating anti-dumping measures against Chinese exports, the Ministry of Commerce said Monday.
商务部12月12日表示，中国已就美国和欧盟对华反倾销替代国做法提出磋商请求，正式启动世贸组织争端解决程序。
替代国做法（the surrogate country approach）指世贸组织成员国在计算反倾销税（anti-dumping duty）幅度时，假如认定产品的出口国为非市场经济国家（non-market economy），则引用与出口国经济进步水平大致相当的第三方市场经济国家，即替代国（surrogate country）的本钱等数据计算正常价值并进而确定倾销幅度，施以对应的征税手段。
