这个问题，黑体部分我倾向于“同位语从句”，不是定语从句。
理由如下：
1. 现代英语，同位语从句省略that，也已不足为奇。
2. 用 that 充当关系副词也经常见到。就是说，关系副词 that 具备状语意义，在定语中作状语。但一般限于“4大状语”，其他状况则极少见。这4大状语是：时间 ，地址 ，缘由 ，方法 。表明定语从句动作发生的“时间、地址、缘由和方法”，也就是说，that 的先行词一般指这4类名词，that 本身在从句中充当这4大状语之一。the chances 应该不是这四种。
3. the chances指“多种机会”，引申为“可能性”。词典中， the chances + that （同位语从句） 的例子比较多。大家不可以用论点去证明论点，非要说是that是同位语从句。大家换种方法去证明，大家了解，同位语从句和先行词（即：另外一个同位语），可以变成“主表关系”。反过来，假如主表关系成立，那就是同位语从句。比如：
The chances areyou won't have to pay. 你可能不需要付钱。
